    1. Everyone in the White House and every Republican at the federal level is incentivized to make sure that Pence *doesn't* become Acting VP, even if the Pres *needs* to temporarily step down for health. The Senate confirming Barrett to SCOTUS requires a Senate majority.

    That majority is on a razor's edge after two Republicans committed to abstaining. One more and Pence might be needed to tie break. If Trump temporarily steps down or the 25 amendment is activated, Pence becomes Acting Pres and consequently loses the ability to break a Senate tie
